Overview
The
broadcast examines trends in the prosecution of juveniles as adult criminal
offenders and presents recent research on the impact of these changes on
traditional jurisdiction authority, correctional programming and the impact
on troubled youth.Two
nationally-recognized researchers, Patricia Torbet of the National Center
for Juvenile Justice, and Professor Jeffery Fagan of Columbia University,
discuss the challenges presented to the justice system by the increase
in transfers of juvenile offenders out of the juvenile court. The differing
perspectives of the Honorable Maurice Portley, Presiding Judge, Maricopa
County, Ariz., Juvenile Court; Richard Stalder, Louisiana Secretary of
Public Safety and Corrections; Harry Shorstein, State's Attorney, Duval
County, Fla.; Colorado Representative Jeanne Atkins and OJJDP Administrator
Shay Bilchik are shared with the viewing audience.
